Overview:

The Data and Statistics Function manages the collection of financial and bank structure data from domestic and foreign depository institutions, capital market participants, and bank holding companies.  These data are used regularly in the implementation of monetary and foreign exchange policy, the construction of the monetary aggregates, bank supervision and compliance monitoring, and monitoring of domestic and international markets tracking.  This Function serves as the front line to respondent institutions, engaging with them on a regular basis towards the provision of fit-for-purpose data.

In addition, the Bank's Data Capabilities Office sits within this Function.  This office seeks to address the Bank's challenges and opportunities in connecting and synthesizing the increasing number and scale of disparate and complex informational sources.  It seeks to elevate the Bank's capacity for insightful analysis and policy work through well-designed technology enablement, and organizational design.

The Business Architect designs and establishes programs supporting the evolution of Data & Statistics, through the effective integration of technology, functional optimization, role and incentive design, and staff training.  The Business Architect acts as principal designer for Data and Statistics utilizing a thorough understanding of available technology, tools, designs and strategic objectives.  This role will work in close partnership with the Function's Data Collection Services, the Engagement Management Practice, the Data Capabilities Office, the Technology Group, and other services organizations across the Bank to develop programs of work to enable strategic objectives.

 

Responsibilities:

  • Designs new capabilities and technology strategies to optimize and standardize Statistics tools and interfaces, makes data science capabilities available across the function, and promotes effective relationship management and information sharing
  • Works in close partnership with DCO, GSS, SPO, and TG to identify tools and capabilities to improve the way the Bank leverages and manages its data
  • Collaborates with GSS to develop of a broad and coordinated set of plans to meet the goals of Data and Statistics function
  • Formulates recommendations consistent with the Bank`s strategic plans
  • Develops and maintains the functions Process and Service Architectures
  • Participates in the research and evaluation of alternative solutions and makes recommendations consistent with stated requirements and priorities
  • Takes a lead role in the identification and evaluation (including proof of concept) of new technologies and techniques for meeting business objectives.
  • Works closely with business analysts or development teams to ensure that designs meet business requirements
  • Applies knowledge of Statistics processes and strategic goals, analytic, and managerial skills to develop and deliver new services or products including conceptual design, determining specifications, developing project plans, and defining goals of the product or service
  • Drive continuous improvements in governance, measurement, and process excellence for all components of data services provided internally or by national partners to reduce risk and optimize value

Job Requirements:

  • Master`s degree in Business, Engineering, Technology, or equivalent work experience
  • Minimum 10 years of professional experience of proven technology project delivery within a complex financial institution.
  • Background in technology including understanding of technology architecture would be an added advantage 
  • Strong background in product management and strategy development
  • Understanding how capabilities, technology, process, and governance come together
  • Strategic planning with proven track record on transformative programs
  • Strong coordination/collaboration skills and the ability to build and manage effective working relationships with internal and external stakeholders
  • Superior written and oral communication skills and the ability to synthesize and articulate complex ideas and data concepts.
  • Experience with Business Intelligence, Cognitive and Robotics technologies is a plus
  • Experience with Process Automation capabilities such as Business Process Modeling and Business Decisions Management is preferred
  • Strong working knowledge and experience with process improvement techniques such as Six Sigma, LEAN, and TQM is preferred
